Data is non-rivalrous. Copying it doesn’t deplete it. That changes the rules.
Physical commons get overfished. Data commons get underused — locked behind access walls, siloed by format, or restricted by default. The value isn’t in scarcity. It’s in integration, reuse, and the ability to cross-reference.
What we do:
- Define access models that reward reuse without enabling extraction
- Build interoperability standards so data moves between systems without losing provenance
- Write the governance rules that make “shared” mean something enforceable, not aspirational
The goal isn’t open data for its own sake. It’s data that’s usable by more people, in more contexts, with clear rules about what “responsible” means in practice.
